Opposition Party to Join Zimbabwe’s Government - NYTimes, 1/31/09

I don't fully understand the situation, but doesn't this just mean that Tsvangirai is giving in to Mugabe? And that Mugabe's intimidation and torture of members of the opposition party (that should have won the farce of an election that was held a few months ago) have been successful? And that the situation won't improve at all because Mugabe is still in power?

I wonder what Mugabe is thinking, and if he has a plan to handle the crises he has allowed to overtake the country. So far he has dealt with the cholera epidemic by denying that it exists.
